Yeah, does not get rid of the two plots merged together. Using it should fix any of the ghosting or misalignment. Martial - To advance residential plots, they must be powered, your settlers must be reasonably happy, and the settlement must have at least 2 industrial plots for level 2, and at least 4 industrial plots for level 3 (they can be any type of industrial or advanced industrial, including interior). The only way of fixing it at the moment(I believe) is tuning on manual upgrades, so now I have to check on settlements all the time. Recreational - To advance residential plots, your settlement needs sufficient defense and the plot requires power. If you click on the plot sensor, one of the menu options will be Access Stockpile- you can add more of what you find in there to speed up the upgrade process. Whenever the settlements would upgrade while I am gone they would sometimes would not delete certain items or double up on plots, so in some settlements I have plots on top of plots, and it is really broken.
